On the original page, the Add Topic button looks as though it is greyed out.

Even worse, when the topic is filled, the eye is naturally taken to Submit a ticket as the eye is naturally taken to the largest button and Submit a ticket seems at a quick glance to be the one to use as it is brighter and larger than the Post Button.

The buttons at the bottom of this page all look like they are greyed out as well and need a colour change and perhaps brightness change as well. I am sure that this is even more of a problem to colour blind users.
